After the galvanization zone is finished, the unified waste water treatment center, which built by the investor, the property right belongs to investor, will be established. The property management company which had been established by the Professional Association and The Owner Association will responsible for daily operation and maintenance Treatment and operation fee is collected according to the guide price that the government department makes by the management company, galvanization owner bear the administration expenses according to production scale and situation of sewage exhaustion. Ⅴ. Craft, Technology and Equipment Plan Bengbu galvanization industry zone area will adopt "the concentration and decentralization treatment system", the features are: The waste water treatment facilities in the zone are divide into "the sub- station" and "the central station",the number of "the sub- station" the pipeline increase along with the enterprise quantity with the high flexibility.When the scale of zone is expanded and the ability of central waste water treatment station needs to be increased in the future, the transformation quite is easy by the way of increasing the capacity of alkali waste water treatment of acid. The Modes of Cooperation Galvanization industry zone is built by stages according to the one-off general plan, the government guiding the progress, enterprise running by the way of market operation. The pattern which is insisted of attracting investment to build zone and zone-construction to attract investment as well as joint capital, individual capital and BOT could be chosen by the investor. There are two way to carry out attracting investment to build zone: the first one is the whole zone or garden in zone will be built and operated by attracting foreign investment. After the merchant obtains the land the plan, infrastructure facilities will be constructed voluntarily, enterprises are attracted and investment policies are issued by themselves. The government offers the coordinated service and the tax revenue repayment.
